Commissioners okay changing the time of their meetings

Culberson County Commissioners met Monday evening and, after discussion, voted to change their meeting time for the next four months.
Commissioner Duane Corrales had requested the change in the time since he has taken a new job and will not be able to attend daytime meetings for a while.
All the other commissioners were willing to amend the meeting time to help Commissioner Corrales and they agreed to meet on the 2nd Monday at 6:30 p.m. in December, January, February and March.
They also agreed to take another look at the meeting time at the March meeting.
Deborah Faulknor, representing Wells Fargo Insurance and Texas Association of Counties appeared to explain the insurance renewal for the county’s health insurance for employees.
After some discussion, commissioners opted to leave the insurance as it is, but they did ask Faulknor to come back next month and explain the pros and cons of them adding dental insurance coverage for county employees.
Commissioners accepted the official retirement letter from John Kuhlman, Constable of Precinct 2 to be effective on November 4, 2009.
After accepting his retirement officially, commissioners appointed Tom Burns to the Constable, Precinct 2 spot to be effective when his bond is ready. Burns is a certified peace officer and has vast experience to do this job.
Commissioners spent some time talking about the county road crew and whether to fill a vacancy on the crew, whether to add another crew and whether to repair a downed bulldozer.
Following discussion, commissioners agreed to fill the vacancy in the road crew by December 4th if possible noting that the position was already budgeted and they needed the person to begin work.
On the subject of expanding the road crew to more than one, commissioners opted to leave it as it is, because it will save the taxpayers money.
And, commissioners decided the allocate the funds to repair the broken bulldozer since they have already spent a lot of money on it and it is reportedly worth repairing. The cost is estimated at between $5,500 and $6,000.
With regard to other agenda matters considered by commissioners, the following actions were taken:
* Heard the monthly report from Lainie Koch on her activities for the month in the extension office. One thing commissioners learned is that the AJRA Rodeo, usually held in June, has been scrubbed by the AJRA.
* Commissioners heard the monthly report from Nutrition Center Manager Tencha Sanchez. At the same time, they denied a request from the local Girl Scout organization to use the Nutrition Center since no one would be available to supervise it.
* Auditor Mark Cabezuela had several items to discuss. First, commissioners approved a resolution establishing an interlocal agreement with the Boys and Girls Clubs so that funding to provide a computer center and air conditioning could proceed. Cabezuela noted that the funding is there once we have the agreement. Commissioniers approved and instructed County Attorney Steve Mitchell to draft the agreement.
Cabezuela also presented a renewal agreement with TechMojo to perform the county’s computer maintenance. Commissioners agreed to a two year contract with a $100 per month increase to what they were already paying.
And, Cabezuela asked commissioners to approve the bond on his assistant which they did.
* Commissioners learned that the McVay family is interested in selling the county some property they own behind the courthouse. Commissioners decided to pursue discussions with the family to see if the property could be purchased at a price the county can afford.
*Commissioners formally approved an interlocal agreement with the school district for use of the County’s softball field from December 1st through the end of May. Commissioner Garibey noted that the district intends to install a meter to measure water useage on the softball field alone.
* Commissioners voted on directors for the Culberson County Appraisal District, and cast their votes equally for all the recommended directors who are: Lisa Cottrell, Don Collins, John Jones, Edwin Easley, Manuel Molinar and Matthew Molinar.
* Commissioners authorized advertising for fuel bids for the fiscal year.
* They approved the purchase of a new computer for the clerk’s office. The purchase will be from TechMojo.
Commissioners also canvassed the recent Constitutional Amendments election results and certified them to the state.
* Commissioners learned that the contractor for the Border Colonias project has until December 4th to complete the work. The county cannot do anything until after that date.
*Commissioners looked at the preliminary drawings for the Youth Center/Food Bank grant and the New Fire House grant.
* They learned that the recent auction brought in some $11,500 and that comp time is beginning to be a problem again.
* After approving the submitted monthly reports, commissioners approved payment of monthly bills and salaries amounting to $272,276.37 and adjourned the meeting.
